Hey there, Raptor here with some advice for GIF files. First off, you might be thinking,"What is a GIF?" A GIF file is pretty simple, it's basically a moving picture. The way it works is similar to flipnotes, you have one little section, and in this section are changing frames. When one frame changes, the next frame takes its place giving it an appearence of say a video or something.
Now, an interesting thing about GIFs are... they are supported by all web browsers. It's default, really. So what does this mean? It means, your DSi can view them. It might be a tad laggy at first, but it will get the job done.
For example, you could have.. say.. 1 frame that says "Raptor" then the next says "Is" then the next says "Awesome." this can be done. So when it is finished you see Raptor (flip) Is (flip) awesomer than you!!! Wouldn't that be cool? You can do this with almost anything.
You can even put the GIF file on your website, and when people come to view, they'll see your flipnotish thing. If you'd like to see an example of what I mean, go here.

Yeah, it's a crappy Webs.com, I don't care.
So now you have a good idea of what this is right? You might be thinking "How can I make one of these?" Well, I can't exactly show you, I know there must be various YouTube video that can do that. So I'll just link the very best place to download a GIF animator, and you can enjoy making these yourself.
um.. resizing a photo reduces the quality (unless its vector, but .gifs arn't saved like that)
and i always save my pictures as .gifs when i use transparency, for some reason only my .gifs save with transparency
Before the days of Flash and HTML5 video, I used to watch GIF cartoons that lasted about 10 minutes.
That being said, CompuServe made the Graphics Interchange Format to be fast-loading for both animations and still images. Due to patent issues in the past decade, the PNG images have taken over for still images from GIF files, but they were once all over the Internet for simple icons and buttons.
Here's the GIF support from how I remember it:
2 to 256 colors
Single color transparency
Animations with transparency
Option to loop or play once
i make gifs with photoshop, howerver there is a size limit, so a ful photo only can have 2-3 frames, but a moving dot can have 8-15
you also frogot that .gifs dont have to move
