Whenever a friend gets online, in a game or in other methods you'll be notified with a orange color in you notification led, The bad news for experts in cyber stalkery is that you can control this similarly to DSiPaint's private mode

Whenever a friend gets online and he/she send you a message a Green Color will appear in the Led light, which means you have a new message.
Green Notification Led: means you had a StreetPass communication or your 3DS generally communicated with another 3DS system, which includes friend messages.
Blue Notification Led: Means you 3DS is automatically connected or automatically connected to the internet via the SpotPass feature or in a general way.
Orange Notification Led: It means a friend is online.
Red Notification Led: This means you are running out of battery power, which means your 3DS will probably turn off few minutes after this light starts flashing.
