Team Rocket was planning their other bombings, when the goverment bombed them, setting the group back several years. By then everyone had forgotten about the incident. PokéCorp had been rebuilt. But problems still remained.
Kanto was raging war on them, again. Hey, at least it was 29 years after their last attack. Back then, things were a lot more devastating. Now, the region had nuclear weapons, thanks to PokéCorp. Their refusal to deliver them to other regions might have just saved millions of lives.
As for Ian, he had surgery on his arm to remove the bullet. The doctors actually cut into his bone, so it took months to repair. By the time he got to go home, the "Pokémorph" eggs had hatched. Ian had a bunch of half-Pokémon kids running around his house. He gave them to trusted workmates, but kept the Pichu crossbreed. He enjoyed working with the smaller Pokémon, as they took less time to take care of.
The Pichu morph grew quickly, but did not evolve for some reason. He seemed happy enough, and Pichu evolve when leveled at high happiness. That's when Ian realized. The Pichu morph, which he named Gabriel, had never gotten into a fight before. No issues at school. His grades were lower than expected of his age, but the kid wasn't like what they expected. What kind of person expects their class to have a half-Pichu kid?
One day Ian was driving Gabriel home from his school. He stopped to get gas, and then, as he was pulling away, there was a loud explosion. Seen running from the scene was a single Team Rocket grunt. Ian ran out of the car and pulled a shotgun out of the back, and repeatedly fired at the grunt. Suddenly, a large surge of lightning hit the grunt, paralyzing him. As the police came to arrest him, They began questioning Ian.
"Why do you have a shotgun in your car?" the cop asked. "For events like this. Why would the grunt be fleeing if he had nothing to do with the explosion?" The cops went to pull out their guns.
