I would class this as affiliate website or just plain old advertising.

I would have to say that the best option is x10Hosting and to learn php, mysql and basic css.

if you know what your doing you can look into home hosting but this is dangerous and if you cant program you probably cant set it up correctly

or use a file_write_contents()
