I don't think they are running out of ideas. They are running out of "spur of the moment" ideas though. Think about it. Everyone was wanting a new pokemon game, so they gave what the people wanted. They didn't have a lot of time to think of these new pokemon. If they had maybe another year or so to make pokemon, I'm sure they would turn out great!
