You don't have a better chance of actually winning, but when you battle first and do actions second, it does increase your chances of success when playing in general. This is because the time frame in which potential real battle opponents have to attack you is decreased, so efficiency in maintaining site rep (and thus battle time) is higher than vice versa. Maybe that's what the topic creator was trying to say.
