Col, that would be practically impossible, seeing as how Stats can only be raised by gaining another level. You can use vitamins, but those just add EVs to your Stats, and are applied at the next level-up, when the game "awards" you with the Stat increases. In older games[such as Crystal], your Stats would change after a few vitamins, even if you didn't gain a level.
The only real change to EV TRaining was from Gen I to Gen II, where n Gen I, there was no limit to how many EVs you could have per Stat, meaning you could literally raise all Stats to their maximum capacity, as judged by their Base Stats. Gen II sought to patch this up, and enacted the "Maximum" EV standard.
Hmm... I'll try hacking a Lv. 100 Weezing to try that on, but I stiill havemy doubts. And either way, Lv. 50 is where most battles take place. Since the game doesn't just chop your Stats in half, it's critical that you EV-Train to the max before Lv. 50, oterwise your Pokémon won't have the best Stats.
For breeding, there are a few exceptions.
Nidoran[F] can produce both Nidoran [F] and Nidoran [M] eggs.
Illumise and Volbeat, to bug types in Gen III, can do the exact same. I forget which is which gender however, I never fund them useful.
Also, you can use Everstone and the Power Items to pass down Nature ad IVs, respectively. Crucial in breeding 'the one'.
Another new thing in B&W are the feathers that raise one EV Per feather for a certain stat, te advantage for using this over vitamins is that there is no limit, the disadvantage is that they are extremely hard to get in the quantity you would need.
