I would like to create a 3DS website without using a web registrar or web hosting place. Do I need to make my own server? If so, how do I do that?

In addition to what Lim said, you need to have at least a decent knowledge of how to ise HTML (the content), CSS (the design), JavaScript (interactivity), and PHP (dynamicly generated content).
