It is best that users decorate their own profiles, for the sake of account security. You can find special tags for use on this site here and here, and there are a bunch of CSS codes to be found by entering "CSS" in the blog search box. Then if you need specific help with doing something like backgrounds or borders, feel free to ask here on the boards.
