This site offers pretty robust customisable user profiles to explain or describe themselves for all to see. Profile pages make it a little more flexible. Blogs can be used for this, but aren't often, get few views, and definitely do not get featured. As for the bulletin boards, the only way I could see this happening is a (maybe stickied) thread in Miscellaneous. An entirely new board would be trivial and detract from the spirit of discussion. New users on this site grow accustomed fairly easily--owing to this site being relatively easy to use, whether it be by jumping into a chatroom or posting in a forum thread or penning a blog.
So while I maintain that a designated introduction medium isn't too important, there could be other ways to sate the matter. Similar to the birthday module, maybe a new users module which shows new accounts and resets on a daily basis. Considering the small community and modest rate of new accounts being created, possibly also little chatroom messages, e.g. "Welcome to SDK, [user]!"
