I can only find this on HBO, so I wonder if it was just left over by accident or not. It shows 44,399 total users, and I wonder if those are all the registered users overall or just ones who have tried using HBO.
Neither actually. It is an alphabetised list of all active users--or in more accurate terms, the ones who are not perma'd. Created accounts register across all the sites, while HBO additionally runs through your character. Fully valid, just one of many functioning things on an aged site which receives very little maintenance.
