i think no b/c even though chihuahuas r one of the smallest dogs, they r very loyal and they think they r bigger than they r.

Evil? (not a joke title, right?) Animals, any kind, aren't intelligent enough to be truly "good" or "evil." That's part of the reason why humans are so different from them.

I have a pomeriaion Chihuahua and he is not evil. He loves everyone. His name is Max, 2 years old, and was born on Halloween

My dog is part chihuahua... And if using her tounge to drown you in dog kisses is evil, then yes. My dog is the queen of evil :]
