@Dionn To send in a blog for approval, you click the checkbox labelled "Submit for Review as News". For guidelines on writing a blog that is eligible, read this thread, as well as numerous blogs made by other users.
Since nearly all of my blogs have been featured, I figure I know what I'm talking about here. :P /gloat
Basically, you're blog needs to follow some of these basic guidelines:
-Use proper grammar and spelling. An easy to read blog is easy on the eyes and therefore more likely to be featured by a Blogmin. This is the rule of thumb for getting one featured.
-Is your blog newsworthy? Make sure your blog is somewhat relevant to the site, video games, world events, etc. Don't expect a blog about, say, a phone call you had with a friend to be accepted.
-Use images...correctly. Images help to spruce up a blog, when used correctly. Make sure they give a visual on what you're writing about. Don't overuse them either. Put them where they're relevant to what's being typed.
-Grouping. Using the [ line ] BBCode to separate different sections of a blog makes the blog easier to read.
-Colors. Colors also help to enhance one's blog. However, be cautious with the use of some colors, namely yellow. If you're going to use yellow, pair it with purple, as it brings out yellow's eesence and stops it from hurting peoples eyes, like this.

I agree with red mist. Some admins just need to rule with an iron fist. I'm not saying be super strict, but know the difference between right and wrong. Don't say yes to everything.
