What Bulletin Board admins should be able to access!

My idea of Bulletin Board admins need the power to add new sections of the BB. The site is expanding with old sections of the BB.
So I think BB admins should be able to create a new section, and Subtitle of the new section. And be able to edit them.

I would prefer leaving those kinds of things to the overlords.

Meh, their power levels would read over 9000, in which Only overlords can supress.
