It's not so much about what one thinks they should do as it is about what they do do.
But we can still speculate. I think they can do pretty much what you said except for controlling auctions and banning users. Concerning auctions, I believe they can delete certain auctions and offers if they are fraudulent or "private." Concerning the yet-to-be-released contests, they'll probably be able to create contests, but not much else is known about them.
I'm sure more Savii admins will be chosen when contests are out.
i don't think that a great idea, just let people do whatever they want on there saviis. it not going to go to you're profile and say i'm going to kill you. if you see something you don't like. then don't comment to it or tell a admin. they can help.

Considering that the Savii admin job is one of the least filled positions and that overall (and therefore admin) activity is low, it's pretty much a self-resolving thing. Less content, fewer eyes needed.
