Speaking for the DS:
Audio files take up a lot of space on the DS cartridge that is limited to approximately 512MB. So there might be more chances for it with the 3DS cartridges' 2GB (possibly eventually 8GB) capacity.
Getting and paying the voice actors can be a problem too.
From my experience and in my opinion, a lot of VA in games is poorly done, so that might be a reason as well.
@Biph You seem to (mistakenly) believe that voice acting improves the quality of any video game; it doesn't. Even so, the DS could do more voice acting if the wanted to, but if it doesn't make the game better because of it, then it's useless.
It's my job to help the next generation, and set a good example for them. And for that I'll gladly lay down my life.
Well, it makes you see the character in a diffrent way. I played a game once, but with no voices, when I turned on the sound, I figured out that the main character is like 17, when I thought he was 13-ish.

same here but kingdom hearts 358/2 days, and recoded were well made. Good 10 talking cutscenes. But over all 8/10. Could be longer but why not save memory to sd to gain more adventure on ds card? Just my opinion.

Besides, text is better for a portable console. Would you want to have to have your volume turned up to listen to stupid voices in public/night/etc. No.
If I'm correct, games have generally stayed the same since the old days when voice acting was not possible. Apparently, it set a standard despite it actually being a limitation.
