I have to agree. Don't choose any staff or moderators until they join the website, become familiar with it, seem responsible enough, and prove that they fit the job descriptions.
Another tip: I don't think you need that much staff for a website that's just starting out. A few trusted users should be enough.
You're attempting to hire way too many staff members. The amount of staff needs to be apprpriate for the size of your site. It''s better to hire gradually than a ton at once.

A Chat takes around 3-4 hours design is like a hour or two and the rest piming scripts.
First chat maybe a day or two.
Blogs are so easy to make, same as chat just differant methods.
A decent membership system a day or two.
Your site just seems like a two week job for a advance scripter.
