You would do well to learn about website design first. There are many tutorials out there, but W3Schools is the most popular and offers a ground-up approach. Start with HTML, and build on that.

You should go to DSiBrew.org > Nintendo software > Web browser and all the basic codes are here! For the page, use KompoZer, an HTML editor!
