On blogs, we can delay the time for them to be featured/public for I think a maximum of 48 hours (correct me if I'm wrong)?

I think it would be helpful to create a custom time to feature/make blogs public. One of those selection bar thingies that have the month, day, year, and maybe the time. However, the time would only be necessary if this site ever gets the time system fixed.

The max is currently 48 hours, yes.

You bring up a good point since timezones are a... mess.
I'm assuming any time that is set in the future is done in the user's timezone, not UTC or the server timezone.
