I just looked into it myself, and
you are correct
.
It seems as though the starter Pokemon from Gen 5 (Black/White), Gen 6 (X/Y), and Gen 8 (Sword/Shield) can all be transferred up or somehow else acquired in Scarlet/Violet Versions, whereas all of the starter Pokemon from Gens 1-4 (and also Gen 7 for some reason) cannot.
(Which sucks for me since Blastoise and Feraligatr are my 2 favorites.)

No, it's only in Sword/Shield.
(Sobble's my favorite of the Sword/Shield starter Pokemon BTW, and among my favorite starter Pokemon in general.)
In Paldea (the region in which Scarlet/Violet take place) you instead get a choice of
Sprigatito

Fuecoco
(my favorite of the 3, and one of the few Fire-type starter Pokemon that I really like), and
Quaxly

You mean as opposed to Shield, or out of all of the Pokémon games for the Switch?
IDK much about the differences between Sword and Shield Versions (other than that the main Legendary in Sword Version, Zacian, is WAY too popular with competitive Pokemon players IMO), but one of of those 2 games is what I'd recommend if you're interested in having access to all of the newest Pokemon (aside from what was added in Scarlet and Violet Versions, anyway), whereas Brilliant Diamond/Shining Pearl have all 493 Pokemon that existed prior to Gen 5.
(Many of which
aren't
in Sword/Shield, due to something called
"Dexit"
.)
If Scarlet or Violet are options I'd personally recommend them instead (simply because they're newer, and I like the main Legendaries better), and the coolest Pokemon game for the Switch IMO would actually be Pokemon Legends: Arceus, which has many cool new regional variants in it, different gameplay mechanics, and takes place in the same region as Brilliant Diamond/Shining Pearl, just in the distant past.
(All of which kinda makes up for all of that "Dexit" nonsense IMO.)
