I'm on a laptop, but it shouldn't matter
You probably don't see it on a phone because it's harder to hover a button on a phone without clicking on it

The easiest thing is to remove the "border: none !important" rule you have on input:hover because I think that's overrated anyway

It's because your input:hover hides the border of the submit buttons while it has a white border, making the element smaller and thus everything below it moves up to fill the space
