Technically they can, but you're not supposed to unless it's an important admin announcement, although there are plenty of old examples of current and (mostly) former blogmins blatantly violating this non-rule (and according to Angela it isn't a rule) and it wasn't considered a big deal or anything.
(I'd rather not risk doing that myself though, personally.)
