I'm not sure why it didn't spawn, since it should be guaranteed if it has a 1% spawn chance, and I found over 100 'mons

I just battled... 100 POKÉMON IN THAT PATCH OF GRASS... AND I DIDN'T GET A BAGON??? ;-; I think I'm looking in the wrong place...
