That's all there is.
Put that inside [ style ] tags as usual, and where I put %, replace % with the colo(u)r you want it to glow.
IE. For it to glow blue, replace % with blue.

Code (inside CSS, replace % with glow colo(u)r): A:hover{text-shadow:1px 0px 0px %, 0px 1px 0px %, -1px 0px 0px %, 0px -1px 0px %;}
