There are some hidden gems out there (i.e. http://LunarCP.com and http://HelioHost.org)
I also run my own named JS@tHost (http://www.jsathost.co.cc), which had at the lowest 90% uptime (according to HostTracker).
But yeah, back to the point, consider other hosts too.

I like HostGator. It's about $7 a month but it's worth it. It has the latest version of CPanel.
