I got adobe dreamweaver for free. its wonderful, and for hosting, DO NOT use webs, use something free and reliable.

I didn't mind Yola too much, but it's not very customizable..
I found it better to use a free web page editor (legal download) and webng.com, which lets you upload html and other files, provides free hosting, and has useful resources for, say, intermediate web site makers..

ohh..and webng also lets you edit the files you have uploaded..plus, a form creation site that's either called mycontactform.com or something similar..It's a lot of work to create a web site!
