For the moment, it's Cyrus and Team Galactic. When I have Pokemon Black and fight Team Plasma, i'll officially decide.

Hmm... You gotta admit, though, that Maxie & Archie had some unique intentions...

When I think Giovanni, I think class. Very catchy Rocket Tune in Gen II, not the crap they served us in HG.

Let's see... Take my Aqua & Magma comment from above. VERY Catchy tune, and the Leaders of M & A re very... Hmm. They seem to have an interesting design concept, I'd like a good backstory on them.

Cyrus & Gaactic... Some of the most DIM-WITTED Grunts I've ever seen... However, Cyrus is just pure evil, although, I relate very closely to him & Maxie. The tunes? Not the best. I suppose the final Cyrus battle is alright, but, it's very Colosseum-ish..

Hmm... Tie between Maxie & Giovanni... Eh, wth, I like all three... Except Archie, he's too friendly... That's my opinion.

Definitely Cyrus of Team Galactic. Unlike the PETA Team Plasma, his plan was on a grand scale and made sense...mostly. I mean come on, the guy tried to restart all of existence in his own image, a universe not dependent of will or spirit.

I've never considered playing the Megaman series. Not to go off subject, but, is it any good?

I do think that Cyrus & Maxie had the right idea. Giovanni was mostly a Don, not so much an idea person. And Archie's idea made more sense, but, he wasn't that evil. Swimming cap+Beard=goody. Red Cape+Hairstyle=EVIL.

But, I digress.

@ram Most of the Megaman series is excellent, especially the 8 bit and 16 bit installments.

Who were Cyrus and Maxie? Team Aqua and Team Magma never got their own games. Archie was awesome. He battled in a...swimsuit.

@jack10 Uh, Team Aqua and Team Magma had their own games: Saphire and Ruby (respectively). Unless you mean a game completely about, in which case would never happen and has never happened in the Pokémon series.
Oh and Cyrus is the leader Team Galactic, while Maxie is the leader of Team Magma (I believe.)
