The last post that mentioned Twinle987 was 7 days ago. Presumingly we have been back on topic now. So saying get back on topic in this tense is getting off-topic itself.
Anyways, I'm just seeing the same things being said and recycled. But really it all comes down to the seriousness of the situation. Which has been stated numerous times.
Don't argue with idiots because they will drag you down to their level and then beat you with experience.
Like Skittles said, a second chance wouldn't hurt. But a third, fourth, fifth, etc. is a no. If they were deemed adminship, they should know better than to even get banned.

I have to agree. On many websites administrators are made out to be role models (as people have said), and should act as such. Without that, the website begins to descend into chaos, for lack of a better word.
If an administrator is allowed to continually do whatever he/she wants because of this leniency, something must be up.
Bottom line, I think that they should be given a second chance for small offenses, and afterwards status removal.
For all larger offenses, complete status removal. It's only fair.

@ Moulder: Yes, I know of some like that. It's most commonly a case of the owners being friends with the administrators. It can get in the way of website ownership if a friend is involved, namely because the line between right and wrong begins to fade.
Slightly Off-Topic: Website owners and administrators shouldn't be friends. Much like a work environment, everything flows much better if people just do their job without becoming involved in each other's lives.
